PODGORICA, May 18 (Hina) - Montenegrin Parliament Speaker Ranko Krivokapic on Wednesday condemned Serbia and Montenegro Foreign Minister Vuk Draskovic's speech at last Sunday's Chetnik rally in Serbia, saying it was tragic that this man represented the state union in the world.

"It's tragic that someone who formally represents Serbia and Montenegro can't distinguish anti-communism from pro-fascism and a quisling movement," Krivokapic told Montenegro TV, saying that as long as there were such Chetnik rallies, Montenegro risked disappearing.

He said that although the Serbian government had recently adopted a law equating the Chetnik and partisan movements, it had not quashed the death penalty to the late Chetnik leader Draza Mihailovic, who was executed in 1946.

"Serbia hasn't quashed the verdict (which said that) Mihailovic had been a war criminal and been part of a criminal organisation. In this lack of identity or willingness to find a new one, Serbia is going back to ideologies which led it into ruin and took its political and military leaders to The Hague."

Krivokapic said such behaviour on Serbia's part "fully explains Montenegro's wish for independence".

"As a multiethnic and European society, Montenegro cannot go be with a Serbia which wants ethnic cleansing and a Serbia of the Chetnik movement, a symbol of evil in the Balkans," he said.
