TV BiH said that all Bosnian police services and security agencies were working on the case, and that one of the three persons had Croatian citizenship.
Bosnian Interpol Director Brane Pecanac said in the programme that the three persons and the owner of the vehicle in which the explosive had been found were being identified.
According to the television, the explosive was hidden in 200 loaves of bread in a truck bearing Croatian registration plates with a trailer with Bosnian plates.
Nedzib Mirica of the Bosnian Ministry of Foreign Affairs said that the cargo was intended for a client in Paris.
TV BiH said that the French police had also arrested a citizen of Serbia and Montenegro and a French citizen of Bosnian origin.
