The Ivo Sanader cabinet moved new amendments to the law regulating the election of members of assemblies of counties, cities and municipalities.
Under the new amendments, the top person on a slate must be also a candidate in the constituency in which the slate is nominated.
Under the new proposals, citizens will not have to prove that they really live in a constituency in which they go to polls.
Also sent to parliament were the government-sponsored amendments to the law on permanent and temporary residence of citizens. These changes should help update records about citizens' permanent residence.
Competent bodies will be authorised to erase persons from those lists after the completion of administrative procedure during which it is established that a person has given incorrect data about his or her stay in another country and in cases when a person leaves Croatia for good.
Refugees and displaced persons will be exempted from this procedure.
This proposal was hailed by the Independent Democratic Serb Party (SDSS). Ratko Gajica of the SDSS said on Tuesday the exemption would prevent possible injustice which could have been inflicted to Serbs who fled Croatia.
