An explosion that occurred in a Pristina street on Tuesday morning as the presidential motorcade was passing through was viewed in Kosovo as an attempt on Rugova's life.
KFOR and the police are well prepared and will not tolerate such attacks. Kosovo needs a future and not bombs, Solana said at a press conference in Pristina.
Solana said that Kosovo needed a united government considering the amount of work that lay ahead of it.
An assessment of efforts to achieve international standards is expected this summer and talks on the status of Kosovo are expected to open in September.
During his visit, Solana held talks with senior local and international officials and political representatives of Albanians and Serbs in Kosovo.
Slovenia's Foreign Minister and Chairman of the Organisation for Security and Cooperation in Europe (OSCE), Dimitrij Rupel, also condemned the attack, according to Slovene news agency STA.
