Parliament debating resolution on negotiations with Slovenia

ZAGREB, Feb 25 (Hina) - The Croatian Parliament resumed Friday's sitting by debating a resolution on the principles of Croatia-Slovenia negotiations moved by the Party of Rights (HSP).

The HSP maintains that Croatia should settle its issues with Slovenia separately, by applying international law. The sea border issue should be settled through arbitration based on the Law of the Sea Convention, the issue of the Krsko nuclear power plant through arbitration based on the Energy Charter Treaty, and the issue of Ljubljanska Bank's debt to Croatian depositors through actions before the European Court of Human Rights.

As for border delimitation in northern Adriatic's Savudrija Bay (aka Piran Bay), the HSP maintains that it is unacceptable to depart from the middle-of-the-bay solution.

HSP deputies said Croatia's Coast Guard or maritime police must be present in the bay because Slovenia's police often violated Croatia's sovereignty at sea.

The HSP proposes that Croatia unilaterally discontinue the application of an article in the bilateral agreement on border traffic and cooperation allowing Slovenia to fish in Croatian waters. It also proposes rescinding an article in the Sea Fishing Law allowing foreigners to fish in Croatian waters.

The HSP maintains that the Croatian judiciary and police should react most vehemently to any attempt to violate Croatia's sovereignty on land.

Tonci Tadic said the main objective of the HSP resolution was to define a clear negotiating platform. He added all previous governments committed the mistake of not negotiating the issues separately but in a package.
