The report said that "measurable and impressive progress" had been made, particularly in strengthening the police services at state level.
As the EU police mission enters the final year of its term, it is well-positioned to complete its primary task in partnership with local authorities, and that is to leave behind sustainable and effective arrangements for keeping the order in Bosnia-Herzegovina in accordance with the best European practice, the report said.
The mission is trying to create a unified and efficient police structure for the whole country in accordance with the guidelines of High Representative Paddy Ashdown after the Bosnian Serb entity, Republika Srpska, has not arrested a single war crimes indictee for years.
Among the mission's achievements, the report cited the establishment of the State Investigation and Protection Agency as being crucial in combating organised crime in Bosnia-Herzegovina.
