The institute will be in charge of drawing up and implementing the city's development strategy and programs, drawing up a physical plan and a program on construction land in the town, the regional office of the High Representative in Mostar said in a statement.
Schwarz-Schilling's intervention came after the Town Council failed to adopt a decision on the founding of such an institute despite previous appeals by the High Representative and his envoy in Mostar, Norbert Weinstein, to do so in order to speed up the unification of the town.
The High Representative also imposed a decision to form a commission to be in charge of providing expert opinion in cases of applications for construction permits for locations which are not covered by the urban development plan.
