Housing model for former tenancy right holders presented in Slavonski Brod

SLAVONSKI BROD, Dec 15 (Hina) - The Croatian Ministry of Maritime Affairs, Tourism, Transport and Development presented in Slavonski Brod on Friday a housing model for former tenancy right holders to representatives of refugee associations from Croatia, Serbia, Montenegro and Bosnia-Herzegovina and representatives of the countries' authorities and international institutions.

After the presentation, which was held behind closed doors, the Ministry called a news conference.

Assistant Minister Stanko Janic said that the model providing housing for former tenancy right holders in and outside areas directly affected by the 1991-1995 war and the reconstruction of houses owned by people who had residence in Croatia before 1991 solved the problem of accommodation and that it was not a replacement for their property.

Janic said that the presentation was aimed at providing relevant information to all people wishing to return to their previous places of residence or elsewhere.

Milivoj Mikulic, assistant minister in charge of displaced people, refugees and returnees, recalled that so far more than 8,000 applications had been submitted for the housing model intended for former tenancy right holders in areas directly affected by the war, and that the deadline for the submission of applications had not expired yet.

The model is aimed at providing housing within three years by leasing out state-owned apartments or houses and by allocating construction material and land for the reconstruction of damaged houses or construction of new ones on one's own or state-owned land.

Until the expiry of the deadline in September last year, former tenancy right holders outside areas directly affected by the war submitted some 4,400 applications. They are expected to be provided with housing by 2011 and have been offered to buy apartments from the government-assisted programme of housing construction or rent them.

Representatives of the authorities of Bosnia-Herzegovina, Montenegro, and Serbia described the presentation as useful, but Serbia's secretary for refugees, Dragisa Dabetic, said that the model would not entirely settle the issue of former tenancy right holders.

Milojko Budimir, who claimed to represent a number of refugee associations from Serbia, told reporters after the news conference that they were not interested in the model of housing provision, but only in the restitution of tenancy rights.
