Seks recalled that on 25 June 1991 the Croatian parliament adopted a Constitutional Decision on Croatia's sovereignty and independence and a Declaration proclaiming them.
He said those historic decisions had realised the Croatian people's centuries-old dream, marking a decisive step towards full independence and finally exercising the Croatian citizens' sovereign and inalienable right to freely and independently decide about their destiny.
Seks said Statehood Day was an opportunity to pay the highest respects to the soldiers and patriots who had given their lives for contemporary Croatia.
"Remembering that key date in Croatia's history with a distance of 15 years, we become even more aware of the wisdom, determination and correct vision of the then Croatian leadership, led by the first Croatian President, Franjo Tudjman."
Seks said the 1991 Constitutional Decision and Declaration had led to present-day Croatia, which he said was an internationally respected country genuinely attached to contemporary democracy and facing the future, the strengthening of the economy and social security, and full membership of Euro-Atlantic institutions.
