Letica suggested that Operation Storm be defined as a victorious, anti-terrorist, allied operation with international legal personality.
He said the declaration could be very useful in the trials of Croatian generals indicted by the Hague war crimes tribunal, as well as promote the systematic investigation of crimes committed in Operation Storm.
Letica's proposal was supported in principle by deputies of the Croatian Democratic Union (HDZ), the Peasant Party (HSS), the Istrian Democratic Party (IDS), and the Party of Rights (HSP).
Damir Kajin of the IDS said the declaration should include information on crimes committed after the operation and measures Croatia had taken to prosecute them.
"The declaration should stress commitment to the return of refugees, as well as to protecting the dignity of the Hague indictees who did not commit crimes," Kajin said.
HSP member Pero Kovacevic said the government was not sending the indicted Croatian generals documents needed for their defence.
Luka Bebic of the HDZ suggested the establishment of a inter-party group to draw up a generally acceptable document and introduce it in parliament.
After Letica agreed with the proposal, Speaker Vladimir Seks suggested that such a group be established as soon as possible so that the parliament could adopt the declaration on 10 or 11 April during the 19th session.
