The three organisations said in a joint statement that the governments of Bosnia and Herzegovina, Croatia, and Serbia and Montenegro should ensure respect for all refugee rights, including the right to housing, in accordance with international standards.
The governments of the three countries should resolve all outstanding issues at a forthcoming ministerial meeting in Sarajevo in accordance with last year's declaration signed by ministers in charge of refugee affairs.
The three organisations commended the efforts by the authorities in Bosnia and Herzegovina, Croatia, and Serbia and Montenegro to ensure conditions for the return and local integration of refugees and internally displaced persons, according to the statement.
The declaration, signed in Sarajevo on 31 January 1995, was the first regional agreement on refugee return after the 1995 Dayton peace agreement. The document commits the governments of the three countries to resolving the remaining issues relating to the displaced population by the end of 2006 by facilitating their return or local integration.
