According to a study whose elaboration was commissioned by the government in Podgorica, Montenegro would first establish embassies in Zagreb, Ljubljana, Sarajevo, Skopje and Belgrade. After that, Montenegrin embassies should be set up in the countries neighbouring the former Yugoslavia and in major European capitals as well as major capitals in the rest of the world, including Brussels, The Hague, Washington, Moscow, London, Paris, Berlin, Beijing and Tokyo.
Montenegrin Prime Minister has recently announced plans for establishing 26 embassies and seven missions to international organisations.
Montenegro's diplomatic network is expected to begin fully operating in early 2008 with about 150 diplomats being employed in it.
