Montenegrin president sets date for parliamentary session on referendum of independence

Vujanovic also suggested that Serbia and Montenegro President Svetozar Marovic organise a meeting of the highest officials of the state union to define the position of the Serbian authorities on relations between Serbia and Montenegro as independent states.

Vujanovic did not set the date of the referendum, stating that he would leave that to be decided in talks between the Montenegrin authorities and the opposition. He added that the referendum could not be held later than April next year.

Vujanovic said he had taken into account the European Union's recommendation not to call the referendum before the Venice Commission evaluated the referendum's democratic standards.

He added that the EU had also pointed to the need for a dialogue between Montenegro's authorities and opposition and between the authorities in Serbia and in Montenegro, which he said should also be taken into account.

Speaking about proposals to organise a meeting of the two states' presidents and prime ministers, Vujanovic said the purpose of the meeting would be to check the mood of Serbia's president and prime minister regarding an agreement on the principles of relations between Serbia and Montenegro as independent countries, if Montenegrin citizens opted for independence.

Vujanovic said that in relations between the two independent countries, Montenegro would affirm the principles of open borders, free movement of people, goods, capital and services, and the protection of acquired rights, as well as the equality of citizens, companies and business people.

He reiterated that he still considered the proposal for a union of independent states of Montenegro and Serbia to be the best solution, but that Serbia was obviously not interested in it.

He dismissed the possibility for ruling parties to form such a union after the referendum on independence.
