The conference began with the presentation of reports and a debate on the progress in the implementation of the Bologna Process in the last two years, since the last ministerial conference held in Bergen, Norway in 2005.
In his address, Primorac underlined the need to give more emphasis to the role of innovations in the development of the high education system, which he said depended on the education of young scientists. He also spoke of the successful implementation of the Bologna Process in Croatia's high education system in the past two years.
According to a report on the implementation of the Process in the 46 signatory countries, Croatia has made considerable headway, receiving an average grade of four. For five of the 12 areas in total it has received the highest grade, five. Croatia's average grade at the Bergen conference was three.
