The release of television footage showing the present chairman of the Conflict of Interest Commission, Slobodan Lekovic, in the war zone around Dubrovnik prompted a series of comments in the Montenegrin media.
Lekovic admitted taking part in the war as a reserve officer on the orders of the Yugoslav People's Army (JNA).
The Social Democratic Party (SDP), a member of the ruling coalition, said that the relevant authorities of Montenegro and Croatia should determine individual responsibility in connection with events in the Dubrovnik area during the war.
"The war machinery of the nationalist ideologies of the 1990s took advantage of Montenegro and its citizens, who served in units of the then JNA on the Dubrovnik front as victims of manipulation and wrong political decisions," SDP spokesman Rasko Konjevic said.
The Liberal Party expressed concern that there might be similar cases in the government and other state bodies in Montenegro, calling for the adoption of a lustration law.
The footage was broadcast by Croatian television on Wednesday and by Montenegrin television on Thursday.
The Podgorica-based daily Dan said on Friday that the footage clearly showed JNA Colonel Radosav Martinovic, who now holds the rank of general and serves as security adviser to the Montenegrin prime minister, ordering artillery to fire 60 rounds on buildings in the Kupari area.
