"We want to give the Serbian side a chance to come to Vienna," Rohan told reporters in Pristina after meeting members of the Kosovo Albanian negotiating team.
Rohan said that Serbian President Boris Tadic had given him assurances that Serbian negotiators would attend the consultations.
Rohan went on to say that the talks were expected to end at the beginning of March, after which a final proposal on Kosovo's status would be sent to the UN Security Council.
The UN mediator said that the Kosovo Albanian negotiators had raised objections to the plan proposed by chief UN envoy Martti Ahtisaari last week, adding that the proposal was the result of a year of negotiations between Belgrade and Pristina.
Kosovo's President Fatmir Sejdiu said that the delay would not produce any positive effects, but that despite that the Kosovo Albanians would continue negotiations.
