A state secretary in the Central State Administration Office, Antun Palaric, said the code is aimed at making the financing of NGO programmes and projects more transparent.
Parliament also debated a decision to declare 2007 the year of education of consumers, which foresees a constant promotion of consumers' awareness of their rights.
Deputies also talked about a report on the situation in Croatian prisons in 2005. Croatian penitentiaries, prisons and correction facilities in 2005 were overcrowded and they were missing staff and equipment. The report also underlined a very bad state of facilities.
Assistant Justice Minister Snjezana Bagic said that in 2005 the most crowded prisons were those in Lepoglava, Bjelovar, Osijek and Varazdin. She stressed that more funds needed to be invested in the prison system which, according to her, is very expensive because it had been neglected for many years.
Earlier today MPs discussed a draft decision to revoke the public good status for a part of the railway infrastructure.
