Clubs of deputies agreed it was necessary to permanently gain new knowledge and skills, notably given the new technologies and jobs. Some MPs, however, believe it is difficult to expect employers to invest in the education of their employees unless the state encourages them.
Most of the parties believe that the state should consider tax deductions for employers who decide to invest in the education of their employees.
A state secretary in the Croatian Education Minister, Zelimir Janjic said in parliament that 21.7 percent of citizens completed only elementary school, 15.7 percent never finish elementary school and 2.8 percent never even started.
Only 7.9 percent of citizens have university degrees, Janjic said, adding that 47 of Croatians finished only high school.
