Attorney Branka Praljak said the indictment amended by the State Court was more damaging for Ljubicic because, unlike the Hague tribunal's indictment, it accused him of war crimes against civilians on a large scale.
The State Court interpreted the conduct of Ljubicic and Praljak as a not guilty plea.
Ljubicic was hiding from the Hague tribunal in Croatia for years. He has been in custody in Sarajevo since last September, where he was transferred after the Hague tribunal referred his case to Bosnia and Herzegovina.
Under the indictment, as the real commander of the Bosnian Croat Defence Council's military police in the Busovaca and Vitez area, he was responsible for systematic and broad attacks against Bosnian Muslims during 1993.
