His statement was prompted by the recounting of ballots and examination of election material in Split and some other cities after the release of the results of Sunday's local election runoff.
"Someone is allowed to see the votes, someone isn't, somewhere the ballots are counted again, somewhere the commission decides the sample to be checked," Milanovic said, adding that there was no regulated procedure for that and that if necessary, it should be regulated by law, so that when ballots were counted, the box with them should be sealed.
He said the recounting brought insecurity to the system.
It is a question of presumption of confidence, he said, adding that election commissions were multiparty bodies which together examined and counted the ballots, sealed the boxes and signed the reports.
"Recounting is a job already done and mustn't be done twice," the PM said.
