$ ATIVE ECONOMIC AGREEMENT
ZAGREB, Dec 2 (Hina) - After the last round of talks at Zagreb
Airport of Pleso, on 15 November, the International Conference on
Former Yugoslavia (ICFY) co-chairmen, Lord David Owen and Thorvald
Stoltenberg, and Ambassadors of USA and Russia, Peter Galbraith and
Leonid Kerestedzhiyants, sent copies of the tentative economic
agreement and the same letter to Hrvoje Sarinic, head of the
Croatian Government delegation, and Borislav Mikelic, the head of
the Serb delegation from UNPAs of Croatia. The letter of 15
November, which renders explanations of the framework of the
Agreement, reads:
"As you know, we have been working closely together within the
framework of the Vance Plan and all relevant UN Security Council
resolutions to bring peace and prosperity to your people.
Following on the Ceasefire Agreement of 29 March, 1994, we are
now putting forward another Agreement covering water, electricity,
the highway and the oil pipeline and we are arranging for further
negotiations covering the return of refugees and displaced persons,
pensions, and the opening of two railway lines and another major
road.
If this economic Agreement is signed, as we very much hope it
will be in the coming days, it is intended then to start a process
of consultation on the main political issues and these will be
within the framework of the Vance Plan and all relevant Security
Council resolutions," the letter says.
The ICFY co-chairmen Lord Owen and Stoltenberg and Ambassadors
Galbraith and Kerestedzhiyants, enclosed with this letter a copy of
the Agreement which they also sent officially to Mr. Sarinic and
Mr. Mikelic.
