PRINCIPLES FOR EXTERNAL BORDERS OF CROAT-MOSLEM FEDERATION

VIENNA, May 8 (Hina) - Croatian and Moslem-Bosniac delegations agreed on principles for the external boundaries between the Federation of Bosnia-Herzegovina and the Bosnian Serbs, said a member of the Croat delegation, Kresimir Zubak, upon the first part of today's talks led in the U.S. embassy in Vienna. Croatian foreign minister Mate Granic said that it was "the optimum proposal on the territory of the Federation," adding that first firm agreements on the external Federation's borders between two sides should be expected in the further course of negotiations on Sunday afternoon. "The Croat-Moslem (Bosniac) Federation should comprise all the B-H municipalities that were mostly populated by Croats and Moslems on the basis of the census from 1991," explained Kresimir Zubak. He added that the principles also included a system of correcting for the municipalities along the borders, according to which the municipalities' residential settlements mainly inhabited by Croats and Moslems would belong to the Federation, whereas the residential sections mostly populated by Serbs would be excluded from the Federation. Bosnian-Herzegovinian foreign minister, Irfan Ljubijankic, said that federation should cover more than 51 per cent of the present Bosnia-Herzegovina. A mediator in the talks, U.S special envoy said that talks were going on in a good atmosphere. He added that negotiations with Bosnian Serbs would be led later, and the emphasis of the future talks would be on the territorial disengagement within a complete solution to the B-H crisis. After the talks on principles for the internal boundaries between the Federation's cantons and the appointment of the senior official of the Federation's government maps would be placed before the negotiators, said Zubak.
