GOVER $ NMENT SARAJEVO, Nov 8 (Hina) - The three members of the Bosnian Presidency, Kresimir Zubak (Croat), Alija Izetbegovic (Moslem) and Momcilo Krajisnik (Serb) on Friday continued talks on the establishment of the Council of Ministers of Bosnia-Herzegovina. Deputy to the civilian peace plan monitor Michael Steiner told reporters that negotiations on the establishment of a government proceeded slowly, with difficulty and demanded time in any country, and such was the case in Bosnia-Herzegovina. The problem would be solved before the Paris conference on the implementation of the peace agreement on 14 November, Steiner said. He added that the Serb side insisted that the Council of Ministers be established as a small a body as possible, whereas the Moslem side wanted it to function as a larger body. Steiner confirmed that negotiations were taking place on the organization of the first session of the Bosnian Parliament House of Representatives in its complete set-up, adding that a rule book on the work of the House was in the process of being adopted.
