ZAGREB, Feb 7 (Hina) - The Croatian Parliament House of Representatives on Friday ended a discussion on amendments to the Law on electing members of representative bodies of the local self- government and the Law on electing
representatives to the Parliament, whose goal is the introduction of control mechanisms which would cut doubts in the fairness of elections to a minimum.
ZAGREB, Feb 7 (Hina) - The Croatian Parliament House of
Representatives on Friday ended a discussion on amendments to the
Law on electing members of representative bodies of the local self-
government and the Law on electing representatives to the
Parliament, whose goal is the introduction of control mechanisms
which would cut doubts in the fairness of elections to a minimum.

It was suggested that the electoral committees be multi-party
committees and that only judges be members of the electoral
committees.
It was also suggested that the Electoral Commission could not
restrict the right of the voter to follow the work of all electoral
bodies in an acceptable manner.
besides the introduction of a full proportionate system for
local elections, representatives of the Croatian Peasants' Party
(HSS) suggested that the electoral list be headed by a person from
the area.
The Legislature Committee did not support the suggested laws,
Vice Vukojevic (Croatian Democratic Union, HDZ)
The suggestions, however, were supported by representatives of
opposition parties.
Predicting that the amendments would not be adopted, Zdravko
Tomac (Social Democratic Party, SDP) suggested that the whole
electoral system be discussed soon, while Srecko Bijelic (Croatian
People's Party, HNS) suggested an multi-disciplinary open
competition be launched on the development of local democracy,
local self-government and administration out of which the optimal
electoral system would develop.
