The adoption of the bill on constituencies is necessary for
the implementation of local elections, said Assistant
Administration Minister Antun Palaric, adding that the bill should
be adopted considering a recently adopted law on counties, towns
and municipalities, which contains numerous territorial and status-
related changes.
Representatives of Opposition benches criticized unclear and
confused regulations which 'are aimed at election rigging' by the
party in power, which hopes to achieve good election results by
'drawing constituencies'.
Croatian Democratic Union (HDZ) representatives described the
bill as good, rejecting manipulation accusations.
According to the proposed changes and amendments to the Law on
the City of Zagreb, Zagreb would be singled out from the Zagreb
County and it would form a special territorial, administrative and
self-government unit. According to the bill, the City of Zagreb
would have the status of a county and its citizens would elect
three representatives to the House of Counties, said one of the
proposers of the bill, Smiljko Sokol.
