During talks regarding the new memorandum on succession, the Croatian
delegation inferred from the exchange of views that Watts wanted to put a
time limit on the discussion of certain issues, especially concerning the
definition of criteria of state property.
Special attention was paid to previously set conditions of good will
for the distribution of property abroad, with a reiterated assessment that
the quickest results were expected regaining the issue.
As regards the opening of archives, especially those necessary for the
succession process, the Croatian delegation insisted that Sir watts take a
more specific and firmer stand towards the delegation of the Federal
Republic of Yugoslavia (FRY) which had illegally and in numerous
institutions of the former Yugoslavia achieved a continuity and thus
additionally made more difficult the work regarding the succession.
The meeting ended with the Croatian delegation strongly insisting on
visible results in the near future, or else it would take alternate
approaches, requesting the 12th opinion of the Badinter Commission or
arbitration.
The next bilateral consultative meeting which will focus on a new
draft memorandum will take place in Zagreb, at the request of Sir Watts.
