OSIJEK, Feb 8 (Hina) - The extraordinary assembly of the Croatian Displaced
Persons' Association which took place in Osijek on Saturday reached the
following decisions:
1) The Extraordinary assembly of the Croatian Displaced Persons'
Association accepts the Croatian government Letter of Intent and the UN
Security Council Presidential Statement about the reintegration of eastern
Slavonia, Baranja and western Srijem as a reality and a good basis for
ending the process of reintegration and the return of displaced persons to
their homes.
2)Through the mentioned documents, Serbs received significantly more
rights than other national minorities in Croatia, that is, rights which
surpass international standards, so any further concessions would be
unacceptable.
3) The Croatian Displaced Persons' Association hails the agreement
among Croatian political parties about a unified appearance at elections for
the local self-government in the Croatian Danubian area as a guarantee of
our final democratic victory in the region.
4) The Croatian Displaced Persons' Association considers the
forthcoming elections of essential and historic importance, as well as the
precondition for the completion of all UN mandates in the region and the
creation of conditions for complete security for the return of displaced
persons.
After the elections, the area under the UNTAES administration is to be
returned into Croatia's constitutional, legal and political system as a
guarantee for the return, peace, security and development.
The Croatian Displaced Persons' Association will thus engage itself
without reservation into preparations for the elections with the aim of
mobilising the overall displaced persons' corps, and we request of the
Croatian government impeccable technical preparations for the elections, so
that every displaced person could be able to vote.
5) The Croatian Displaced Persons' Association requests of the
Transitional Administrator General Jacques Klein that the ethnic structure
of the Transitional Police be changed prior to the elections, as a guarantee
that the elections would pass in peace, without any pressure, and also that
the process of constituting the elected self-government and the handover of
authority take a normal course.
6) The extraordinary assembly of the Croatian Displaced Persons'
Association calls on Serbs in the Croatian Danubian area to abandon
unrealistic requests, to refuse obedience to their power-holders who keep
driving them to exodus and to, on the basis of the principle every one
returns to their home, decide to vote at elections for the local self-
government in places where they lived in 1991 because in is in their own
interest.
7) The Croatian Displaced Persons' Association requests of the
Croatian government and Transitional Administrator Jacques Klein to
recognise and remove all war criminals in the Croatian Danubian area in
order to contribute to the quality of reintegration and its speedier
implementation.
8) The Croatian Displaced Persons' Association requests of the
Croatian government and UNTAES to take all necessary measures to ensure the
non-Serb population in the Croatian Danubian area a completely safe and
democratic access to elections.
