GRANIC REPORTS TO CRO GOVT ON VISIT TO FRY

ZAGREB, Feb 20 (Hina) - At Thursday's session of the Croatian Government, Foreign Minister Mate Granic reported on the obligations Croatia undertook after the admission into the Council of Europe and the results of a Croatian delegation's visit to the Federal Republic of Yugoslavia (FRY). Vice-premier Borislav Skegro reported on negotiations on a loan for the restructuring of the public sector and the financial reorganization of banks (EFSAL) between Croatia and the International Bank for Reconstruction and Development. Reporting on the meeting in Belgrade, Granic said that all conditions to quicken the process of normalization of relations between Croatia and FRY existed. The Croatian and Yugoslav delegations had discussed about 18 various agreements, as well as the issue of imprisoned and missing Croatian soldiers and civilians. Granic expressed hope that some progress would be made in the search for the missing. Talks had also focused on the speeding up of the division of property of the former Yugoslavia which, Granic said, would soon be discussed by teams of experts in Zagreb. After Granic's report, the Government adopted a decision on starting an action to sign a consular convention between Croatia and FRY. Reporting on the fulfillment of obligations undertaken upon admission into the Council of Europe, Granic said that the obligations of each Ministry and the supervision of their being carried out had been determined. Vice-premier Borislav Skegro reported on the final negotiations on an agreement between Croatia and the International Bank for Reconstruction and Development for a loan for the adjustment of public enterprises and the financial sector (EFSAL). The loan amounted to 160 million German marks, Skegro explained, for the restructuring of the public sector and the financial reorganization of banks, to be repaid within 15 years, with a five-year grace period and a 3.35 percent interest rate. At today's session the Government also endorsed two bills of representative Djuro Njavro, regarding long-term financing of house-building with the state's support, as well as housing economy and the state's stimulation of same.
