Minister Safet Halilovic said that during the 1992-1995 war, nearly a half of the country's population had to leave their homes, and according to some estimates, as many as 2.2 million people had the status of refugees or internally displaced people.
More than one million Bosnian citizens sought refuge abroad, with at least 500,000 of them still living outside Bosnia, showing no intention to return.
According to UNHCR figures, there are currently 113,000 internally displaced people in Bosnia.
Halilovic said that since 2000 the responsibility for the reconstruction of war-destroyed homes had rested exclusively with Bosnia's institutions.
He said that Bosnia could not allocate more than EUR 25 million annually for this purpose.
