over the security sector began on Monday morning in the Sabor in

At the start of the event, the Croatian edition of the Handbook on
Parliamentary Oversight of the Security Sector, published by the
Geneva-based centre for the Democratic Control over Armed Forces
(DCAF) and the Interparliamentary Union, was presented to Croatian
MPs.
The chairman of the Croatian parliamentary committee on internal
affairs and national security, Ivan Jarnjak, who presented the
handbook, spoke about an important role of parliament in creating a
national security policy and its implementation.
At the start of the workshop, speeches were held also by the head of
the OSCE mission to Croatia, Peter Semneby, and the Ambassador Marcus
Kaiser of the Swiss Confederation, which is the co-organiser of the
workshop.
The workshop, which focused on the role of parliament in defence
affairs, the issues of defence budget transparency and accountability
and the reform of intelligence services, pooled also many European
experts and representatives from neighbouring countries.
