ZAGREB, Oct 14 (Hina) - The Croatian Parliament on Friday passed a resolution setting out strategic guidelines for talks on Croatia's full membership of the European Union.

The resolution was carried by 95 members of Parliament. Independent deputy Slaven Letica was the only one to vote against, while Pero Kovacevic of the Party of Rights (HSP) abstained from voting.

The document, proposed by the national committee in charge of monitoring EU accession talks, says that one of the main goals of the talks is to ensure that Croatia joins the bloc before elections for the European Parliament in 2009.

Croatian negotiators will aim to secure the best possible transitional periods for areas which Croatia will not be able to adjust to the acquis communautaire before joining the EU.

Transitional periods will be requested for some sectors of the economy, such as agriculture and shipbuilding, as well as for environmental protection and property acquisition.

The resolution underlines the need for the accession talks to be accompanied by continued internal reforms, and urges the government to adopt the necessary strategic documents and programmes as soon as possible.

Parliament called on the government to ensure the full implementation of the Stabilisation and Association Agreement, and to maintain and further strengthen the attained level of implementation of the Copenhagen political criteria, including cooperation with the Hague war crimes tribunal.

The resolution also highlights the importance of including all segments of Croatian society in a broad public debate on EU membership, and calls on the media to provide the public with as much information as possible before a referendum on accession.
