Labus told reporters on Friday that earlier this week he had discussed with EU officials in Brussels the possibility of delaying the Montenegrin referendum until the summer of 2006.
"The referendum will be scheduled to take place before local elections. Whether that will be March or April is a matter for decision by Montenegro," Vujanovic told reporters in Podgorica on Saturday.
Vujanovic also rejected speculation that the referendum might destabilise Montenegro, noting that the best solution to the relationship between Montenegro and Serbia was for the two countries to form an alliance of independent states.
Montenegrin Prime Minister Milo Djukanovic announced this week that Montenegro would organise the referendum early next year in accordance with the existing constitution and European standards.
