Party leader Vesna Skare-Ozbolt said it was unacceptable that after 15 years of independence Croatia still did not have a permanent election model but regulated elections with as many as six different laws.
She said the election legislation was changed as it pleased the political option in power and added it was time to open a political and expert discussion on the modernisation of the election process.
The DC proposes the establishment of a state election commission as a permanent body which will employ professionals -- civil servants and not judicial officials.
DC vice president Radovan Fuchs also suggested setting the date of elections in order to avert speculation about the election date prior to every election.
The party announced it would draw up its election bill and send it to parliament in the autumn.
