Lovric commended the former county authorities for what they had done for returnees.
It was said that about 25,000 prewar residents had returned to Sisak-Moslavina County since August 1995.
The prefect said the return was hampered by a poor communal infrastructure, damaged houses, the impossibility of finding employment or settling the housing issue.
She said it took time to settle those problems as well as better cooperation with the state, municipalities and towns because the county does not have the money for that.
Concolato said that 124,000 refugees had returned to Croatia to date, or one third of all refugees. He added it was necessary to improve the coordination between the UNHCR and counties, municipalities and towns.
