Andan expressed his regret in a letter to the chief of the European Union Police Mission to Bosnia, Kevin Carty, saying the information he relayed to the press on May 10 had not been checked or corroborated and therefore could not be taken as firm evidence.
On that day, Andan said that the Republika Srpska Interior Ministry had information about the activity of Islamic terrorists in Bosnia and that the detonators used for the Madrid 2004 bombings had been made in Bosnia.
In the letter, Andan said his statements had not been politically motivated.
Following those statements, Carty ordered an investigation, claiming in his final report to the High Representative to Bosnia, Paddy Ashdown, that Andan had not backed his statements with evidence.
On June 2, Ashdown called on Andan to refute in a letter to Carty by June 6 his statement about Islamic terrorists in Bosnia and withdraw the statement about the detonators, and to pledge to Bosnia's citizens that such incidents would not reoccur.
The statements were made ahead of a meeting between Bosnia's two entities' parliamentary parties on the integration of Bosnia's police.
