The project will be carried out in two stages.
The tender was published in the Official Gazette and in daily newspapers on Friday.
Bidders should send their applications and documents on their legal, business and financial capabilities to the ministry.
The investment project is initially estimated at 192 million euros and its value is expected to go up for a further 29 million after the number of passengers reaches five million annually.
The Ministry has also been instructed by the government to propose a model according to which Zagreb Airport employees would be offered a 10% stake in the airport's equity. The government currently owns a 55% stake, the City of Zagreb holds 35%, while the City of Velika Gorica and Zagreb County each own 5% of the shares.
