According to the report, the first stage stipulates the recognition of Kosovo as an independent entity during 2005 and 2006, but it would not enjoy its full sovereignty, as the issues of human rights and the protection of minorities would be tackled by the international administration in Pristina.
In the second stage all functions which are currently being carried out by the UN Mission in Kosovo and the NATO-led Kosovo Force should be transferred to the institutions of Kosovo.
In the third stage, the commission envisages Kosovo as a candidate for European Union membership, and after that "negotiations will be opened with Brussels". The EU should then transfer authority in the fields of human rights and ethnic minorities' rights to local institutions and supervise the process of negotiations.
The fourth stage implies full sovereignty of Kosovo within the EU, according to Svilanovic who said that this report would be presented to Brussels and Washington today.
