The declaration described such behaviour by Serbia as "constitutional aggression" against Kosovo, and urged the big-power Contact Group and the European Union to denounce the Serbian move as a unilateral act that would not affect the future political status of Kosovo.
At the same time the Kosovo parliament called on the Serb minority to become involved in Kosovo's political institutions and social life.
The declaration was adopted on the initiative of the leading opposition Kosovo Democratic Party.
