The referendum in Montenegro was a special case in accordance with the constitution of the former Yugoslav federation and the status of that republic in it, and has nothing to do with Republika Srpska, the Serb entity within Bosnia and Herzegovina, Schwartz-Schilling told reporters in Belgrade on Monday after meeting Serbia and Montenegro's Foreign Minister Vuk Draskovic.
There is no parallel between Republika Srpska and Montenegro because Republika Srpska did not exist before, the High Representative added.
Schwartz-Schilling also met Serbian President Boris Tadic and Prime Minister Vojislav Kostunica.
