Rice said in her letter that the constitutional reforms agreed on March 18 were just the first stage of changes which Bosnia and Herzegovina had to carry out on its road to European Union and NATO membership.
Rice encouraged the leaders of Bosnian political parties to maintain a high degree of determination and commitment so that necessary laws could be adopted in parliament. She added that unambiguous support for the laws was crucial for the implementation of reforms which must go into force before general elections in October.
Rice said the United States was willing to continue helping so that the reforms could be fully carried out.
Her letter came ahead of the opening of a public debate on constitutional changes in the state parliament, which is expected to formally vote on the acceptability of the moved amendments in the last week of the month.
There is still a strong bloc in the parliament which objects to the moved constitutional reforms, considering them insufficient.
