Twenty-one victims were killed and 14 sustained injuries when a group of 51 villagers were forced to enter the minefield.
Representatives of the nongovernmental organisation "Women in Black" from Serbia arrived in Lovas to attend the commemoration.
According to figures released by the local authorities, 87 Croats were killed during the occupation of that village by Serb rebels in 1991.
Currently, 14 men are standing trial for the Lovas atrocities in Belgrade.
