Parliament debates Constitutional Court judges

ZAGREB, July 12 (Hina) - The Croatian parliament on Thursday began a debate on the election of Constitutional Court judges proposed by the Committee on the Constitution, Standing Orders and Political System, after which deputies of the opposition Social Democrats (SDP), the People's Party (HNS) and the Peasant Party (HSS) walked out of the hall, disgruntled with the fact that parliament was discussing and deciding about the proposals on the spot, as they claimed.
ZAGREB, July 12 (Hina) - The Croatian parliament on Thursday began a debate on the election of Constitutional Court judges proposed by the Committee on the Constitution, Standing Orders and Political System, after which deputies of the opposition Social Democrats (SDP), the People's Party (HNS) and the Peasant Party (HSS) walked out of the hall, disgruntled with the fact that parliament was discussing and deciding about the proposals on the spot, as they claimed.

Speaker Vladimir Seks expressed regret at their position, underlining that the entire procedure had been carried out in keeping with all legal norms.

The proposal was endorsed by the ruling Croatian Democratic Union (HDZ), the Social Liberals (HSLS) and the Pensioners' Party (HSU).

The candidates were nominated earlier today without Constitution, Standing Orders and Political System Committee members from the SDP, the HSS and the HNS, who walked out of the Committee session after their request that the election be postponed until the autumn, so that they could learn more about the candidates, was turned down.

Dragutin Lesar of the HNS dismissed claims that the opposition was obstructing the election of Constitutional Court judges.

"We were against trading and that's why the benches are empty," Luka Bebic said on behalf of the HDZ, underlining that the HDZ could not assume the responsibility for possibly causing a constitutional crisis by postponing the election until the autumn sitting.

"If we elect several Constitutional Court judges now, there is no constitutional crisis or the possibility that we will have no Constitutional Court in December, which would bring into question the legitimacy of (November's parliamentary) elections," said Bebic.

Also today, parliament endorsed without debate a draft decision on relieving of duty six members of the Council for the Civilian Supervision of Security and Intelligence Services. On behalf of the Home Affairs and National Security Committee, Ivan Jarnjak of the HDZ proposed that two new candidates be appointed along the five current ones.

Deputies also endorsed a bill on real estate brokerage and a final bill on the ratification of an agreement between Croatia and the International Bank for Reconstruction and Development on an internal waters project.

MPs also endorsed amendments to the law on the eco-production of farm products and foodstuffs and a final bill on the protection of the population from contagious diseases, both adjusted to European Union regulations.

The amendments determine conditions for marking eco-products and eliminate irregularities in retail trade, define the authority of agricultural inspection teams and the obligations of supervision stations, among other things.

Speaking of the final bill, Health Ministry state secretary Ante Zvonimir Golem said the objective was to fully set up a common supervision system for contagious diseases in cooperation with the EU and International Health Regulations as well as to provide for a more effective performance of the Health Department.

By voting on items discussed to date, the Sabor is expected to wrap up the summer sitting on Friday.
