BJELOVAR, Feb 5 (Hina) - The Peasant Party (HSS) urges a referendum on Croatia's accession to NATO, party president Josip Friscic said at a news conference in Bjelovar on Monday.

Commenting on recent speculations that the referendum is unnecessary, expensive and time-consuming, Friscic said that the decision on accession to NATO could not be made without citizens stating their position on the matter.

As for the Economic and Fisheries Protection Zone (EFPZ), Friscic said that the HSS was right to urge the parliament to state its position on the EFPZ in a document because that document had served as a basis for the protection of Croatia's interests in light of recent claims from Slovenia about Croatia's drilling concessions in the northern Adriatic.

Friscic urged transparency of the country's foreign policy, adding that otherwise the country would again witness cases like the most recent one, when the city of Zadar was cited as an Italian railway stop in the schedule of the Italian railway company.

He also urged making public facts from the Blue Paper that was issued recently as a response to Slovenia's White Paper on the issue of border demarcation between the two neighbours.

HSS vice-president Damir Bajs urged further decentralisation and full ratification of the European Charter on local self-government units.

Bajs said that 91% of the overall government revenue was intended for the central government and the rest for counties, cities and municipalities, while the European ratio was 75:25.

The HSS also advocates reallocating VAT to grant more funds to self-government units, Bajs said.
