Zlatko Koracevic of the People's Party/ Pensioners' Party (HNS/HSU) caucus said the HBOR capacity was larger than what the government made it possible for the bank.
Davor Bernardic of the Social Democratic Party (SDP) said a majority of loans from HBOR went for resolving cash flow problems and for the payment of salaries which he said would not stimulate the economic development.
Both Koracevic and Bernardic criticised the government for having no plans for economic recovery and progress.
The caucus of the ruling Croatian Democratic Union (HDZ) commended the HBOR for its credit activities which "are timely aimed at where they are most needed".
Goran Maric of the HDZ accused commercial banks in Croatia of having increased passive interest rates, in contrast to what is done in Europe.
"In such circumstances the main burden has been laid on the HBOR, and the HBOR has responded to this challenge, being a key lever in the Croatian economy in those crucial times," Maric said.
Presenting the report the HBOR managing board president, Anton Kovacev, said the bank's balance sum was HRK 20.8 billion in 2009 when it made a profit of HRK 166 million.
Last year's balance sum increased by 11 percent year on year.
Last year, the bank approved credits in the amount of HRK 6.2 billion for a total of 1,202 projects.
Loans to big companies accounted for 14 percent of the bank's credit activity, 16 percent went to small and medium-sized entrepreneurship, two percent to infrastructure and 68 percent was for encouragement of the export.
Since its establishment in 1992, the bank's activities have turned over HRK 80 billion, and in 2009, the bank's business activities totalled HRK 8.7 billion.
