TWO CROATIAN PARLIAMENT COMMITTEES DISCUSS BIOGRAD WATER SUPPLY

ZAGREB, June 15 (Hina) - The dramatic situation concerning the restoration of water to the coastal town of Biograd and the surrounding villages was the main topic discussed at today's joint session of the Croatian Parliament's internal affairs and national security committee and the minority rights committee. The meeting was called at the instigation of member of Parliament Drago Krpina, who said it was a special form of terror and genocide carried out by rebel Serb authorities. He described it as the massive violation of human rights as Serb terrorists obstructed the supply of water to Biograd and the surrounding villages, which affects 30,000 residents and 10,000 refugees in the area. Head of the government commission for relations with UNPROFOR Hrvoje Sarinic said the Serb side resorted to blackmail ahead of talks with the Croatian government due to take place at the lake resort of Plitvice tomorrow, for which reason they had mined the water installation at Kakma. "They have proposed to UNPROFOR that water be restored to Biograd and Zadar in return for the restoration of water to Drnis, Licki Osik and the Obrovac power plant," Sarinic said. Both committees estimated that UNPROFOR was tolerating such behaviour of the Serb side despite the March 29 cease-fire agreement which stipulated that UNPROFOR was to assume control of the Kakma water pump. They stressed that the present UNPROFOR mandate should not be extended after it expired on September 30. The two committees will propose to the Croatian Parliament to adopt a resolution to inform parliaments of European countries and UN Security Council member states of the Serb crime and UNPROFOR's negligence. 151644 MET jun 94
