JOINT STATEMENT OF MATE GRANIC AND HARIS SILAJDZIC ON VIENNA TALKS

TALKS $ VIENNA, Jan 5 (Hina) - The President of the Government of the Republic of Bosnia and Herzegovina and the Vice-president of the Republic of Croatia and Foreign Minister Mate Granic in their capacity of Trustees of the presidents Franjo Tudjman and Alija Izetbegovic, in accordance with the joint Geneva statement from September 14 1993, talked in Vienna about the latest developments of the crisis in Bosnia-Herzegovina. It has been confirmed that the immediate cease of fire and the lasting cessation of hostilities, as well as the durable arrangement in the relationship between Croats and Bosniacs in Bosnia-Herzegovina, including the political, territorial, military, humanitarian and other issues of a lasting solution, are in long term strategic interests of both nations and both states. It has been agreed that the President of the Republic of Croatia Franjo Tudjman and the President of Presidency of the Republic of Bosnia-Herzegovina Alija Izetbegovic will meet in Bonn on Saturday, January 8th 1994. Particular attention has been dedicated to the need of the complete and consequent respect of the cease fire agreements, specially regarding the situation in central Bosnia. Two sides confirmed that they will, within the framework of the preparations for the summit meeting, make firm efforts to prepare a complete plan of the cease fire implementation along all the front lines and to cease all military activities and establish conditions for the durable cessation of hostilities, protection of civilians and the implementation of confidence-building measures. It was jointly confirmed that the controversial issues concerning the territorial delimitation must be resolved exclusively by peaceful political means without using of force in accordance with the Sarajevo Declaration on November 12th 1993. Regarding the humanitarian issues it has been agreed: a) the Commission for Humanitarian Issues will meet on Friday, January 7th 1994 in order to reach an agreement on the free passage of the humanitarian convoys and consider the possibilities of opening a new routes, as well as to discuss the evacuation of wounded and permanent supplying of hospitals; b) all necessary guarantees and documentation for the free passage of the mobile Hospital for the left bank in Mostar should be provided by Friday, January 6th 1994; c) commission for the exchange of detainees will meet on Tuesday, January 11th 1994; d) the Commission for Mostar, in accordance with the agreements of the last round of negotiations in Brussels will meet on Friday, January 7th 1994, at the UNPROFOR Spanish Battalion Headquarters in Medjugorje in order to prepare the plan of renewal of life and return of citizens of Mostar to the city. Two sides confirmed their previous agreement on the establishing of Free Port Zone in the Ploce harbor. Dr. Silajdzic and Dr. Granic have also met with the co-chairmen of the Peace conference on former Yugoslavia, lord D. Owen and T. Stoltenberg. In the course of the Vienna talks both presidential trustees were separately received by the Austrian Foreign Minister Alois mock to whom they have expressed their gratitude for the good services in the preparations of the Vienna talks. 051559 MET jan 94
