CROATIAN INTERIOR MINISTER COMMENTS ON LATEST U.N. RESOLUTION

ZAGREB, April 7 (Hina) - The Croatian legal system would be restored in Serb-occupied areas the moment UNCRO was deployed along Croatian borders, Croatian Interior Minister Ivan Jarnjak said in a Croatian television current affairs show late last night. "Therefore, we will start to perform our duties in line with the Constitution and the Internal Affairs Law in the areas which are currently occupied", said Jarnjak. Asked what these duties were, he said that they included the defence of Croatian borders and keeping of public order. The Knin and Glina districts (where Serbs were in the majority according to the 1991 census) would have special police departments with authorities in accordance with the Constitutional Law on Human and Minority Rights, said Jarnjak. He said that the heads of these departments would be appointed by the Government and not by district councils, while all other administration officials in these districts would be appointed by the Interior Minister. The personnel structure of the district administration should reflect the population structure according to the 1991 census, added Jarnjak. Asked about a possible reaction of the people living in these districts, Jarnjak said that contacts made with people who visited liberated territories had shown that they were ready to accept the Croatian legal system and begin the normalization of relations.
