CROATIAN PRESIDENT MEETS GERMAN FOREIGN MINISTER - STATEMENT

ZAGREB, Jan 31 (Hina) - The President of the Republic of Croatia, Franjo Tudjman, received in the Presidential Palace the Vice Chancellor and Foreign Minister of Germany, Klaus Kinkel, and his associates, a Presidential Office statement said today. The talks focused on Croatia's decision to cancel the UNPROFOR mandate, the European Union administration of Mostar and the implementation of the Federation of Bosnia-Herzegovina and the draft Z-4plan. President Tudjman said the peace process was accelerated after the decision on ending the UNPROFOR mandate was made. He said Croatia was willing to continue the peace process. Croatia expected from the international community to make it clear to Belgrade that it must stop the occupation of Croatian territories, Tudjman said. The President stressed that the decision on terminating the UNPROFOR mandate could not be reversed. Croatia was willing to consider international observers participating in the process of peaceful reintegration of temporarily occupied Croatian areas, he added. Minister Kinkel expressed concern about the decision on ending the UNPROFOR mandate but said Croatia was fully entitled to demand the peaceful resolution of the problem of its temporarily occupied territories. President Tudjman expressed Croatia's full support for the implementation of the Federation of Bosnia-Herzegovina and its confederation with Croatia. He also fully supported the efforts of the EU administration in Mostar. The President said Croatia accepted the Z-4 plan as a basis for negotiations, especially its positive parts which would ensure the restoration of Croatian sovereignty in the entire territory of the Republic of Croatia, the return of displaced persons and local autonomy for the Serb ethnic community or minority. President Tudjman emphasized that Croatia would not accept anything that was not in line with the Constitution and international conventions on minority rights. The talks also included: the President's Chief-of-Staff, Hrvoje Sarinic; the Vice Premier and Foreign Minister, Mate Granic; the President's Special Envoy and Ambassador to the UN in Geneva, Miomir Zuzul; the President's Foreign Policy Adviser, Zeljko Matic; the German Ambassador in Zagreb, Horst Weisel; the head of the President's Cabinet, Gordan Radin; a political director at the German Foreign Ministry, Ambassador Juergen Chrobog; a member of the Contact Group for Bosnia-Herzegovina, Michael Steiner; and the German Foreign Minister's Spokesman and Secretary, Michael Gerdts and Viktor Elbling, the statement concluded.
