CROATIA'S LOWER HOUSE BACKS REPORT ON ENDING U.N. MANDATE

ZAGREB, Jan 26 (Hina) - The Croatian Parliament House of Representatives this evening ended a two-day debate on a report on Croatia's decision to terminate the UNPROFOR mandate on March 31. The report was submitted yesterday by Foreign Minister Mate Granic. The debate involved about forty deputies who expressed readiness to take the consequences of this decision and support for the peaceful reintegration of occupied areas. The discussion reflected the unanimity of views that the current situation and UNPROFOR's inefficiency could no longer be tolerated. Granic thanked the deputies for their unity in supporting the decision to end the UN mandate. Granic said Croatia was under strong pressure from the UN Security Council and the UN Secretary General as well as from its allies. This pressure did not mean that Croatia lost friends and allies in the world. Almost all of them had understanding for Croatia's dissatisfaction with the current situation, he added. Responding to statements by some deputies, Granic clearly emphasized that there was no agreement between Croatian President Franjo Tudjman and Serbian President Slobodan Milosevic on dividing Bosnia. Asked about Croatia's future strategy, Granic said that a plan for media and diplomatic strategy had been made while a plan for the reintegration and reconstruction of occupied areas was being worked on. He said the Government was prepared for all forms of pressure, including that of financial nature. Granic announced that the Z-4 peace plan for Croatia would be presented to President Tudjman on Monday. He noted that the plan envisaged the absolute territorial integrity of Croatia and local autonomy in 11 municipalities with a majority Serb population. Granic reiterated the orientation of the President, Government and Parliament towards the peaceful reintegration of occupied areas, without any compromises on the territorial integrity and sovereignty of Croatia. "Therefore, the decision on ending the UN mandate is not negotiable - it's final," Granic concluded. A draft resolution on terminating the UNPROFOR mandate in Croatia is expected to be presented at a lower house session tomorrow. (hina) jn vm 262203 MET jan 95
