SARAJEVO, Aug 27 (Hina) - The parliament of the Republic of Bosnia-
Herzegovina held an extraordinary session in Sarajevo on Tuesday
and demanded that the Organization for Security and Cooperation in
Europe (OSCE) mission take a stand on the situation in the country
with regard to upcoming general elections.
The parliament would reconvene after the OSCE presented its
views on the matter to determine its stance on the conduct of
elections scheduled for September 14.
Deputies stressed that fair and democratic elections were
impossible without ensuring full freedom of movement, free access
to the media and the return of refugees to their homes.
It was said that Form P-2, which allows refugees to vote in
places other than their pre-war homes, would legalize the results
of genocide and ethnic cleansing.
The session was attended by Michael Steiner, a deputy to the
international community's high representative for Bosnia-
Herzegovina Carl Bildt, who said that the OSCE had to respond to
manipulations with voter registration.
Steiner supported a delay of municipal elections but warned
that elections at other levels were a necessity so that joint
government institutions could be established. Those institutions
were necessary to prevent those who wanted the process of
disintegration of the country to continue, he added.
